Is EV Conversion Legal in India?

EV retrofitting in India is legal, but it's also regulated, and skipping the paperwork can leave you with a scooter you can't insure, register, or legally ride.
Electric vehicle retrofitting is permitted under the Central Motor Vehicles Rules (CMVR), 1989. To be strictly road-legal, three things must line up:
- 1The kit must be type-approved under AIS-123.
- 2Approved by a recognized testing agency (ARAI, CIRT, or ICAT).
- 3Fitted by an authorized installer and endorsed on your Registration Certificate (RC).
Why the approval chain matters
AIS-123 exists because a badly executed conversion isn't just a paperwork problem; it's a safety one. Wiring, battery placement, motor mounting, and braking behavior all change drastically when you swap a combustion engine for an electric drivetrain. The type-approval process is what confirms a kit has actually been tested for these things, not just assembled in a garage and sold.

That mismatch can cause problems with insurance claims, resale, and roadside checks.
What to actually check before booking a conversion
AIS-123 Approval
Ask for the kit's type-approval certificate. A legitimate provider will have this on hand.
RC Endorsement
Confirm this is part of the service. The conversion isn't complete until your registration reflects it.
Battery Safety (AIS-156)
Batteries must meet thermal stability and crash safety standards. Ask specifically about this.
Written Warranty
Battery and motor components should carry a multi-year warranty, not just a verbal assurance.
